Its a manual for kittens, strays and homeless cats called the Silent Miaow by Paul Gallico.
Very clever, cute and funny.

Paul Galico has written some brilliant books, including several about cats. I remember one called Jenny from when I was quite small and used to read voraciously.

There is Thomasina, also by Paul Gallico. This was the book that the Disney film The Three Lives of Thomasina was based on. I cried buckets over that book! (and the film too.)
