I think that we should be able to give them to anyone but if it gets stupid constanly the same person then there shoule be a limit to that person ?? IMO thats all .....

Its annoying when you want to give one to someone and are told spread them around..

Yes and when it wont let you give them to anyone so then you have to give them to someone who dosn't deserve them just so you can give them to the people who do deserve them
