Actually I am reconsidering my first statement these people are no way "as odd" as I first thought. They care for their dogs, and all are being treated well.

I think its the dresses on the dogs that do it. and make people look. But all in all good owners. Walking the dogs, taking them with them not locking them up for hours in a house or no excercise.
