My dear old Merlin did yowl on occasion, he had renal problems. But he always responded to a reassuring voice and I am sure that it was caused at least in part by, as Jacks says, not knowing where he was and just needing to know someone was there with him.

Continual yowling I would say must mean more than that, although I am at a loss to think of what if, as you say, the vet has covered all bases physically.
