No more news really.
I have spoke to the planning dept & written a letter to the council outlining the conversation I had with the planning officer with photos. They will get back to me in about a month after they've looked at the proposal & contacted the highways agency for advice regarding parking - then if it seems viable we will submit some proper plans.

main problem seems to be drainage - very difficult to get drains down there & more to the point very expensive
