I used prikka strips at firts, Cats had no problem trotting along them! It may work to keep Cats out, I suppose ones that dont live there but mine went out over them with ease. They are easy to put up and offer a good deterrent to would be thieves, I still have them over the gate.

I've heard from loads of people that the Prikka strips don't work.

I think if you did come up with a way to keep cats out of your garden humanely you could become a millionaire!
