As far as I am aware, I think so long as the unit is "free standing" and not fixed it should be ok. Garden sheds are considered free standing because they can be dismantled and moved. However the best thing to do would be to check with your local council.

You do not need planning permission for a wooden cat run/house under 8 foot tall. But it is always best to check as local authorities may have special rules in place.

Depending on the size & materials used, you shouldn't need PP for a cat pen.

I have a lindee lu pen (4 chalet) in my garden. No PP needed.

Also depends on the use. If it's for private use, you are ok, but if you are boarding cats that is a whole different ball game. :cool:

I think cat pens fall within the "permitted development" allowed.
